Theme of Vigilance
Dristham. A bustling city on the West Coast of Canada. A city full of opportunity, peace, and justice. A beacon of hope in dark times. Built from the ground up to show the world what could be achieved. A city built on the pinnacle of human capability. A city unlike any other. People from around the world flocked to Dristham, making it rich with culture and furthering the potential the city had. They started businesses, became politicians, lawyers, doctors, teachers. Whatever they wanted to be. It was beautiful. The population's happiness was at an all-time high. Overall income was high. The city had a bustling economy and an even more bustling society. It was everything humanity had ever wanted a city to be. It was prospering well beyond it's expectations. It attracted all kinds of people for all kinds of reasons.
Even the companies that flourished there cared for their workers. They made differences in communities and donated to those less fortunate. Gave the homeless places to sleep and food to eat. Gave the people exceptional hospitals and schools. People of all classes and ways of life loved the city they had decided to make home, and it only improved. It was attracting the attention of people all over the world, from all ways of life and all different cultures wanted to come and work for the companies that flourished in the city that cared for the people who shared it as their home and the people who made their companies such a success. For the first time in a long time, people were happy.
The worst the police had to deal with were the occasional drunk disturbing the peace late at night, breaking up a fight between to disagreeing people once in a while, the rare indecent exposure case, and a shoplifter or two. Very rarely anything as serious as murder. The police were happy with their job, and why wouldn't they be? Crime rates were lower than any city in North America with no real reason to be so tense. The police, too, were friendly with the people. Made friends and quickly talked down those that did disturb the peace quickly. They were doing right by their job. Yes, everyone in the city was truly happy. The city that attracted all kinds of attention and all kinds of people.
Like all good things, however, this near-utopia came to an end. There was only one problem a city that attracted everyone had: the criminals that came with it. After a while, mobsters, gangbangers, and mafioso heard about this "perfect city". The city of opportunity became an opportunity for organized crime, an opportunity for the strong to exploit the weak. Some of the most well-organized and well-armed criminal organizations began to flock to the city like a swarm of bees to honey, all for the opportunity to exploit the state of bliss the citizens of Dristham had created for themselves to make the one thing that made the world go round: money.
It didn't take long for the crime to hit. Almost overnight, Dristham had turned from a city flourishing with peace and happiness to one with chaos and murder. Drugs hit the streets like a bullet hit its target, and murder cases became more and more common. Cars were stolen and homes broken into. Dristham had caught a case of the crime bug, and it was grossly unprepared for it. The Dristham Police Department, used to public disturbances and the occasional bar fight, were caught completely off-guard and inadequately prepared to deal with such a crime spree. The streets were in chaos. The police weren't ready to deal with such a threat. Under-trained to deal with such crimes and little experience to help them, the Dristham Police Department was all but broken. Darkness consumed the city.
However, out of the darkness, came a single beacon of light. A company rose up out of the ashes of Dristham with the promise of peace. It was known as the Triad Corporation. The Triad Corporation offered the police training by it's extensive security forces and technology to help them fight the crime in the city, which the department gladly took. Slowly, but surely, the police began to crack down on crime, and slowly but surely, began establishing order once again to the city. The people were becoming safer, the police much better at their jobs, and most importantly, crime rates dropped, little by little. However, no matter how hard the police fought, it was simply too much for them to handle peacefully. They were forced to act violently.
The city had become a war zone. The Dristham PD fought against the criminal organizations that had turned the city to chaos. Violence ruled the streets and blood was being shed, whether it be criminal, cop, or just the innocent passer-by caught in the wrong place at the wrong time. People couldn't go to work without worrying if a stray bullet would hit them. Although the police were now better equipped to deal with the crime, the city was still ripe with fear, and no real progress was being made. The people began losing faith in the police department to keep the peace.
Eventually, people grew tired of the violence, and began taking the law into their own hands. Vigilantes rose up and started fighting back against the crime. Ordinary people took to the streets and fought crime their own way. But, they did so in secret. They were ordinary people during the day, with jobs to go to and money to make to provide for their families, but by night, they put on a mask, took on an alias, and fought crime. The police urged people to stop doing this early on, but the people had lost a lot of respect for their defenders and did not listen. The law was now in the hands of the people, and even as the violence between the police and the crime world died down, the vigilantes took to the streets for one reason: bring peace and justice to their city, just as it had once seen.

How things can change in an instant. A once peaceful utopia on Canada's west coast has fallen into chaos. What was once a city of peace, progress, and prosperity, is now a city at war. Various criminal organizations run rampant, controlling large sections of the city and fight over territory. The only thing keeping the city together is the Dristham Police Department, who, without the funding of the Triad Corporation, would never be able to keep up in the arms race. The crime syndicates won't stop until they control every single district of the city, and the police won't stop until every single district is crime-free once again.
--The Districts--
Dristham is a massive city, but areas of it are vastly different from each other. The various districts of Dristham differ wildly from each other, from cultures, to architecture, to the people living in them. In fact, each district in Dristham are so different, they are basically smaller cities combining to form it. Below are just a few of the many districts located in Dristham.
The Electric Forest: Tech, lights, music, video games. The Electric Forest is Dristham's main entertainment district. Everything from the latest tech hitting the market to the best night clubs in the city can be found in the Forest. It is the hub of Dristham's night life, game culture, and tech advances. Whether you're a gamer looking to find the best competition, a techie looking to own the newest gadget, or a partier looking to have the best night of your life, the Electric Forest is the place to be for entertainment. The Electric Forest doesn't sleep, as once the tech junkies go to sleep after they've found the next hot piece of tech, the night life of Dristham begins. It is also one of the most volatile areas of the city, as criminal and vigilante alike flock towards the Forest, looking to find that one piece of tech that will give them the advantage they need as the wars in the streets wage on. Many illegal gadgets can be bought here, as many tech smugglers call the Forest their home, and are always willing to sell, if you have the money to spend. There is rarely a time where the lights in the Electric Forest are off, as even well into the night, the bright lights can always be seen.
Japan Town: Japan Town, often referred to as the Tokyo District, is, unsurprisingly, made up of a largely Japanese population. Many buildings in Japan Town are designed to look like ancient Japanese temples, and many elements of traditional Japanese culture resides here. Hosting the best sushi restaurants in the city, as well as various dojos and traditional shops, Japan Town is the perfect place for those looking to get a little Japanese culture in their lives. Given the state of the city, many Dristham residents take up karate in the district's many dojos as a means to defend themselves. Foodies tend to flock here for the incredible seafood that many world class chefs prepare in a Japanese style. Many collectors can find a lot of traditional Japanese pieces to add to their collections, such as katanas or Samurai armour. Vigilantes tend to come here to learn how to fight, and, if they know the right people, get a sword made for them.
The Forge: What the Electric Forest is to tech, The Forge is to machines. The vast majority of The Forge is made up of massive factories, and almost everything the city produces comes through the district in one way or another. A large portion of the city's mechanics, engineers, and metalworkers work and live in The Forge, and strive for furthering their field. Many in the city believe that if there is something you need made, someone in The Forge can make it for you. Many innovators and inventors come to The Forge to find a man that can build their creations. While the Electric Forest may be where much of the modern tech is sold or developed, you can bet that a large part of it wouldn't exist without the minds in The Forge. Those mot looking for some mechanical contraption or who don't need their car in the shop have very little reason to go to The Forge, as the almost religious mechanical obsession can be off-putting for many residents. Still, many vigilantes and criminals alike can't help but head to The Forge, as the mechanical marvels the people there can build can be huge assets in the wars of the city. If you have an idea, The Forge can build it. Guns, cars, armoured suits, whatever you might need.
Sanctuary: Perhaps the only district remaining that hasn't been hit by major crime, Sanctuary is aptly-named. The only real evidence of what the City of Dristham was before the crime waves hit, many residents flock here to flee the wars going on around the city. However, space in Sanctuary is limited and it has become increasingly expensive to live there, making harder and harder to live inside the walls. An area that has been funded almost exclusively by the Triad Corporation, Sanctuary has built around itself a massive wall to protect the citizens residing within it from the crime sprees going across the city, and a heavy police and private security presence occupies the district. Right in the center of Sanctuary is Triad Tower, the headquarters of the Triad Corporation and the tallest tower in the entire city of Dristham. Most who live in Sanctuary rarely leave, as once they cross the gates, they risk facing the crime waves afflicting the rest of Dristham. The relative safety of Sanctuary has made many people living in the district naive, arrogant, and a little elitist. Luckily, this doesn't appear to apply to the Triad Corporation itself, as they fund the police force that fights the battles waging throughout the city.
The Wilds: By far the most deadly of the city's districts, The Wilds is a district in total chaos. Having fallen many years ago to the crime waves, the laws of the city no longer apply to the district, as it has become far too dangerous for Dristham PD to enter as anarchy reigns in the remnants of the fallen district. While wars wage on the streets of most of the city between the police and the various criminal syndicates for control, The Wilds is a wasteland that has already fallen to the wars. Due to how unregulated The Wilds are, the criminal underworld thrives there, committing heinous crimes without fear of the law enforcement getting in their way. Because of this, many of the criminal syndicates fight not the police, but each other in the ruined streets of The Wilds, and many hit men and guns for hire reside there as they know the police would not dare venture in to arrest them. It is the hub of the city's black market, and several smaller gangs find their greatest strength in the chaos of The Wilds. Many vigilantes find themselves doing the majority of their work in The Wilds, since the police refuse to go near the district and so take it upon themselves to bring order to the lost part of the city. Regardless of how The Wilds got here, you can be sure that anyone who still resides in the district does not want to be found, and have probably done some very bad things.

"Hero? I'm no hero."
As you may have guessed, the world of Vigilance is not a happy one. It is not a world with true heroes or villains. It is not a world of black and white. Good or evil. Vigilance is a world meant to question the fabric of a simple concept: Morality. Every character within the world is flawed to various degrees. Many of their motives questionable, and their actions more questionable still. It is a world that doesn't explore good and evil, but everything in between. There are no true good guys in this world, nor are there any true bad guys. There's only everything else.
As it stands right now, Vigilance is a world without superpowers. While there are several reasons for this, the only relevant one is to showcase that the characters are just people. The masked crusaders who fight in the streets of Dristham have to rely on skill, technology, and their minds to fight the wars that are going on in the streets. Some build empires to help them achieve their goals, while some rely on no one but themselves. Whether or not they make it is up to them.
The year is 2080, 40 years after the city of Dristham was founded by various countries around the world in an attempt to bring peace to the world. The city has changed in itself, but across the globe, things have changed, too. Technologies have advanced well beyond that of our modern day. Energy weapons have started to emerge, though they remain a rare and new technology, and teleportation devices have been achieved, though so far only in short-range instances. The field of robotics has progressed far beyond that of the modern day, as well. Much of the world is becoming automated, with AIs growing more and more commonplace and automation in various industries becoming more widespread. The advancement of robotics has also been able to be applied to medicine, as well, as new technologies can be used to replace or enhance the human body. Even the science of genetics has seen significant progress with a recent discovery of a new gene sequence that has proven the Theory of Evolution. A gene that not only proves that humans have evolved, but will continue to evolve. The world is a very different place than the one that exists now.
As it stands, the world watches Dristham, as many fear the fate of Dristham will be the fate of the world. Whether or not there is any credence to this fear is constantly debated, but nonetheless, whether or not the utopia the world created for itself survives can certainly be an indication of whether or not peace can truly be achieved. The city the world built together to prosper has become both its' greatest achievement and greatest failure. Only time will tell which is more prominent.
