The City-States
Empida
The Republic of Empida is one of the most powerful city-states. Controlling the largest stretch of the coastline, the republic has made a name for itself with its powerful navy and brilliant political leaders. Ruled by a Senate of 100 elected leaders, the republic has cemented its belief in the power of the mind. Preferring brain over brawn, Empidans are raised with scholarly traditions and often come from backgrounds as fishermen. Renowned philosophers select from the schools to raise young men and women into politicians, scholars, and future philosophers. This tradition has dated back to the founding of the nation. Under the banner of the city of Empida, they have managed to withstand the many wars and petty rivalries of their neighbors and control a surprisingly large land for a peace-loving city. Here the mind comes before muscle and many great thinkers, wizards, and wisefolk have come from Empida.

Maramos
The kings of Maramos have long be renown for their cleverness, having stayed a united and safe city-state despite their neighbors. Surrounded by powerful city-states, the kings of Maramos are known to quickly change sides in any conflict to ensure the safety of the realm. They scheme and bargain and quickly move troops to different borders to hold off either the dangerous troops of Siniopolis or discourage Empida. Given this careful approach to politics the other city-states often regard Maramos with suspicion. However, in times of need the city-state have proven their valor and shown they are not always looking for an easy way out.

Ereseos
This small island is home to the largest city of commerce in Hilos. Situated in the prime trading position, the wealthy merchants of Eresos have managed to stave off invasions from their greddy neighbors with coin. Any goods that come into Hilos will always pass through Ereseos at one point, being the central trade hub between most of the city-states and the Impera. The folk of Ereseos are shrewd, always looking for a deal and working hard to keep their freedom and evade as many taxes as possible.

Raikastro
The religious center of Hilos, this city-state is home to the most powerful of oracles and many make pilgrimage to the great temple of the gods in the center of the city-state. Once ruled by an evil and wicked king, the king's palace in the west was annihilated by a falling meteor, said to have been punishment from the gods for failing to heed the warnings of the oracles. Since then, many rulers journey to consult the clerics and oracles of this city-state when trouble plagues their lands to learn what they must do to end the suffering.
Primary Deity: None, all Neutral and Good Deities are worshipped here. However Pharasma holds the largest sway as many oracles follow her.
Idios
Sitting off the coast of the mainland, the Isle of Idios has managed to remain a free nation despite the many attempts of its neighbors to control it. No navy has been able to best them at sea, nor any army able to defeat them on the island itself. Some say that the island and its folk are favored by the gods and so nature itself allies itself with them. Though none know for sure. Either way, the great seafaring folk of Idios are the finest sailors ever known and they are often hired as navigators to help guide ships of all nations mercantile fleets. The greatest sight of Idios is their massive lighthouse which is in the shape of their favored god: Gozreh.

Siniopolis
Considered the most warlike city-state, the greatest warriors of all time hail from Siniopolis. From a young age only the most powerful of men and women can gain status in this city-state. Starting at the age of ten they are drilled to learn how to fight. Slaves are used for menial work while the men and women who fail out are treated little better than the slaves of conquered realms. Led by 2 different kings and a council of elders, the city-state is by far the most powerful, though they lack the numbers of other states. Folk from this region are raised to be self-sufficient, work closely with their comrades, and to seek an honorable death in battle.

Pollonia
In the far Northern corner of the region sits the city-state of Pllonia. Situated close to the mountains, the city-state has a sizaebale Dwarven population which have helped enhance the cities and armies of the realm. Torag holds sway here as the people of Pollonia work closely with the Dwarves to learn their secrets and create great works of art. Renown architects, inventors, engineers, and sculptors hail from this city-state that are often recruited to help other city-states in advancing their own lands.

Delphasus
Far in the north, Delphasus has been spared from much of the petty wars of her southern siblings. However, they still have engaged in quite a few of them with their powerful navy. They are ruled by a king which is elected by the councils of the few cities of the city-state. Unlike Empida which favors knowledge and thinking, the people of Delphasus are poets and singers, merry-makers and drinkers, and travelers and lovers of stars. Great navigators, winemakers, and poets are the export of Delphasus. They have sought after the pleasures of life and see the beauty in all things. Their folk are raised to appreciate the magic of words, the wonder of the skies, and the beauty of the sea long before any see a sword.

Latatis Impera
Controlling the south of the region, the Latatis Impera was once a single, tiny city that the other city-states largely ignored. The king of the city is said to have been visited by a messenger from Abadar himself to create an army with such discipline and power to spread his word through the lands. And so the king began to create the Legions. They struck without warning, quickly conquering many of its neighbors along the coast and marching north. For a time it seemed no one could withstand them. Their troops were like no other and their Emperor was a tactical genius. However, the other city-states made a final stand, united under one banner. Unable to beat them back the Emperor settled to focus on his lands and began funding projects to create great roads, schools, and temples in the name of Abadar. The citizens of the Impera are prideful and see themselves as superior in their unity compared to the fractured nature of the northern realms. They say one day Abadar will strike down the city-states and allow the Impera to conquer them.

Secondary Deities: While other gods are respected in the realm, Abadar holds such a significant sway that temples to other gods are rarer sights in large cities.
Hilos and The Outside World
The realms beyond the mountains that surround Hilos are known to be full of orcs, savage men, and other barbarian nations. Few dare take the roads, only the bravest of travelers, and even then with many mercenaries to protect themselves. Caravans from the Impera, escorted by Legionnaires make the long trip to Cetlicca to bring goods from their fertile lands. However, it is not unheard of for an entire caravan to vanish. The only sure way is by the sea, which the city-states trade with many nations, their great ships striking out from the safe and beautiful ports of their states, to sell the exports of the states and bring back exotic goods from other countries.
This campaign takes place on Fiphus, also lovingly known as the Cetlicca-verse, which means a lot of options are open. The campaign will be run starting at Level 2, with class-starting gold and gear + 1000 GC, 2 Traits (take 1 Drawback for an additional Trait), and you also have Background Skills. Please discuss with me your character concepts and such and we can even weave some of your own character backstory into the plot.
